De Commissie overweegt dat zelfbeschikking uitgeoefend kan worden op de volgende manieren: onafhankelijkheid, zelfbestuur, plaatselijk bestuur etcetera. Op alle manieren zolang het maar overeenkomt met de wensen van de mensen maar volledig in overeenstemming met de soevereiniteit en territoriale integriteit.
De Commissie stelt dat Katanga verplicht is om een vorm van zelfbeschikking uit te oefenen die verenigbaar is met de soevereiniteit en territoriale integriteit van Zaïre.
